Reports, comments, descriptions, nicknames, photographs, documents, and other materials submitted by residents are user-generated content. Unless a post is specifically identified as supported by an official record or independently verified, it should be treated as an unverified community report or allegation. Publication, approval, moderation, or continued availability of a post does not mean that the platform administrator adopts, endorses, certifies, or guarantees the truth of the statements made by the reporting resident.
- Users should report matters in good faith and distinguish personal knowledge from opinion, suspicion, hearsay, or allegation.

- Do not publish private or sensitive personal information, including exact home addresses, private phone numbers, identification numbers, medical information, financial information, or identifying information about minors.
- The administrator may review, edit for privacy or clarity, reject, hide, restrict, archive, or remove submissions that violate community rules or applicable law.
- Complaint status labels are for community tracking only and do not constitute an official finding, adjudication, legal determination, or admission by any person or government office.
- Posting on this Freedom Wall does not constitute the filing of an official administrative, criminal, civil, barangay, or government complaint and does not stop or extend any legal deadline or prescriptive period.
- The platform does not guarantee that a government office, barangay, utility, or other organization will investigate, respond to, or resolve a reported concern.
This disclaimer is a risk-management feature and is not a guarantee against legal liability. Terms of Use, a Privacy Notice, moderation procedures, and legal review should be completed before a public launch.
Privacy Notice
Dasmariñas City Freedom Wall is designed to minimize the personal information needed to submit a community concern. This notice explains the intended handling of information once the platform is deployed publicly. The connected version stores community reports and feedback in the configured Supabase database.
1. Information residents may provide
A submission may contain a chosen nickname, barangay, complaint category, general location, description of the concern, photographs or video, and other information voluntarily included by the resident. Residents may leave the nickname field blank and post as Anonymous.
2. Information residents should not submit
Do not include exact home addresses, passwords, government identification numbers, bank or financial information, private phone numbers, unnecessary medical information, identifying information about minors, or other sensitive personal information that is not necessary to explain the community concern.
3. Purpose of processing
Information is intended to be used to receive, organize, moderate, display, analyze, and track community concerns; prevent abuse and spam; protect platform security; respond to moderation reports; and administer the Freedom Wall.
4. Public visibility
Approved reports are intended for public display. This may include the resident's chosen nickname, barangay, general location, complaint description, category, status, and support count. Residents should assume that information included in the public complaint can be viewed and copied by other internet users.

Authorized administrators may access submitted reports for moderation and platform administration. Information should not be sold as personal data. Access to administrative systems should be limited to authorized persons and protected with appropriate security measures.

For a production system, personal data and moderation records should be retained only for as long as reasonably necessary for the platform's stated purposes, legal obligations, dispute handling, security, and legitimate recordkeeping. A specific retention schedule should be adopted before launch.
7. Data security
A production version should use reasonable organizational, technical, and physical safeguards, including secure authentication, access controls, encrypted connections, backups, audit logs, software updates, and measures against unauthorized access or disclosure. No internet service can guarantee absolute security.
8. Privacy requests
Before public launch, the operator should publish a working privacy contact through which a person can request access, correction, deletion or blocking, object to or inquire about processing, or raise a privacy concern, subject to applicable law and legitimate retention requirements.
9. Philippine data-protection framework
The production platform should be operated consistently with applicable Philippine privacy requirements, including the Data Privacy Act of 2012 and relevant rules and issuances of the National Privacy Commission. The final Privacy Notice should identify the actual personal information controller and its appropriate privacy contact details.
