Disclaimer & Community Rules
Dasmariñas City Freedom Wall is an independent community-feedback platform and is not an official website, office, publication, or communication channel of the City Government of Dasmariñas, any barangay, government agency, public official, utility provider, or private organization.
Reports, comments, descriptions, nicknames, photographs, documents, and other materials submitted by residents are user-generated content. Unless a post is specifically identified as supported by an official record or independently verified, it should be treated as an unverified community report or allegation. Publication, approval, moderation, or continued availability of a post does not mean that the platform administrator adopts, endorses, certifies, or guarantees the truth of the statements made by the reporting resident.
- Users should report matters in good faith and distinguish personal knowledge from opinion, suspicion, hearsay, or allegation.
- Users remain responsible for the content they submit and should not knowingly post false statements, unlawful threats, harassment, impersonation, or defamatory material.
- Do not publish private or sensitive personal information, including exact home addresses, private phone numbers, identification numbers, medical information, financial information, or identifying information about minors.
- The administrator may review, edit for privacy or clarity, reject, hide, restrict, archive, or remove submissions that violate community rules or applicable law.
- Complaint status labels are for community tracking only and do not constitute an official finding, adjudication, legal determination, or admission by any person or government office.
- Posting on this Freedom Wall does not constitute the filing of an official administrative, criminal, civil, barangay, or government complaint and does not stop or extend any legal deadline or prescriptive period.
- The platform does not guarantee that a government office, barangay, utility, or other organization will investigate, respond to, or resolve a reported concern.
This disclaimer is a risk-management feature and is not a guarantee against legal liability. Terms of Use, a Privacy Notice, moderation procedures, and legal review should be completed before a public launch.
Terms of Use
By accessing or submitting content to Dasmariñas City Freedom Wall, you agree to use the platform responsibly and in accordance with applicable law and these Terms of Use.
1. Purpose of the platform
The Freedom Wall provides residents with a community space to raise local concerns, describe service problems, and share civic feedback by barangay. It is an independent platform and is not an official complaint-filing system of the City Government of Dasmariñas or any government agency.
2. User responsibility
You are responsible for the statements and materials you submit. You should post in good faith, use accurate information to the best of your knowledge, and clearly distinguish personal knowledge from opinion, suspicion, hearsay, or allegations that have not been established.
3. Prohibited content and conduct
- Knowingly false or fabricated reports;
- Unlawful threats, harassment, intimidation, hate content, or incitement to violence;
- Impersonation or use of another person's identity in a misleading manner;
- Unnecessary disclosure of private, sensitive, or identifying personal information;
- Content that unlawfully infringes another person's rights, including intellectual-property rights;
- Spam, automated abuse, malicious links, or attempts to interfere with the operation or security of the platform;
- Statements presented as established facts when the user knows they are merely speculation or knows them to be false.
4. Nicknames and anonymous reporting
Residents may use a nickname or submit a report as Anonymous. A nickname must not be used to impersonate another person or falsely suggest affiliation with a government office, organization, news outlet, or other entity.
5. Moderation
Submissions may be placed under review before publication. The administrator may approve, reject, edit for privacy or clarity, label, hide, restrict, archive, or remove content when reasonably necessary to enforce these rules, protect privacy, address abuse, comply with law, or reduce risk of harm. Moderation does not constitute endorsement or verification of a submission.
6. Status and official action
Labels such as Open, Acknowledged, In Progress, and Resolved are community-tracking tools. They do not constitute a judicial, administrative, governmental, or factual determination unless the platform expressly identifies the official source for that information.
7. No substitute for official remedies
A Freedom Wall submission is not an official filing with a barangay, court, police agency, prosecutor, government department, regulatory agency, utility provider, or other institution. Users remain responsible for filing through the proper official channels and observing applicable deadlines.
8. Platform availability
The administrator may modify, suspend, restrict, or discontinue features of the platform. Continuous availability, preservation of every submission, or action by any government or private entity is not guaranteed.
9. Changes to these terms
These Terms may be updated as the platform develops. Material changes should be identified by an updated effective date. Continued use after an update constitutes acceptance of the revised Terms to the extent permitted by applicable law.
Privacy Notice
Dasmariñas City Freedom Wall is designed to minimize the personal information needed to submit a community concern. This notice explains the intended handling of information once the platform is deployed publicly. The present single-file prototype stores its demonstration data locally in the user's browser.
1. Information residents may provide
A submission may contain a chosen nickname, barangay, complaint category, general location, description of the concern, photographs or video, and other information voluntarily included by the resident. Residents may leave the nickname field blank and post as Anonymous.
2. Information residents should not submit
Do not include exact home addresses, passwords, government identification numbers, bank or financial information, private phone numbers, unnecessary medical information, identifying information about minors, or other sensitive personal information that is not necessary to explain the community concern.
3. Purpose of processing
Information is intended to be used to receive, organize, moderate, display, analyze, and track community concerns; prevent abuse and spam; protect platform security; respond to moderation reports; and administer the Freedom Wall.
4. Public visibility
Approved reports are intended for public display. This may include the resident's chosen nickname, barangay, general location, complaint description, category, status, and support count. Residents should assume that information included in the public complaint can be viewed and copied by other internet users.
5. Moderation and access
Authorized administrators may access submitted reports for moderation and platform administration. Information should not be sold as personal data. Access to administrative systems should be limited to authorized persons and protected with appropriate security measures.
6. Retention
For a production system, personal data and moderation records should be retained only for as long as reasonably necessary for the platform's stated purposes, legal obligations, dispute handling, security, and legitimate recordkeeping. A specific retention schedule should be adopted before launch.
7. Data security
A production version should use reasonable organizational, technical, and physical safeguards, including secure authentication, access controls, encrypted connections, backups, audit logs, software updates, and measures against unauthorized access or disclosure. No internet service can guarantee absolute security.
8. Privacy requests
Before public launch, the operator should publish a working privacy contact through which a person can request access, correction, deletion or blocking, object to or inquire about processing, or raise a privacy concern, subject to applicable law and legitimate retention requirements.
9. Philippine data-protection framework
The production platform should be operated consistently with applicable Philippine privacy requirements, including the Data Privacy Act of 2012 and relevant rules and issuances of the National Privacy Commission. The final Privacy Notice should identify the actual personal information controller and its appropriate privacy contact details.
10. Changes to this notice
This Privacy Notice may be updated as the platform's technology, features, data practices, and legal requirements develop. The effective date should be updated whenever material changes are made.
